High Uber Rating Keeps Driver’s Dual Licence Intact
A taxi driver licensed by Bath & North East Somerset Council retained his combined licence after a hearing.
The driver had committed two speeding offences during 2024. He failed to stop at a red traffic light in September 2025, after which the authorities issued a warning letter.
The driver also failed to provide updated insurance certificates and missed the seven-working-day deadline on three occasions. This requirement is one of the main conditions of a private hire vehicle licence. It ensures continuous proof of insurance cover for public safety.
The Licensing Sub-Committee issued a formal warning afterwards, but members ruled the driver remained fit and proper.
The driver told members he had worked for 15 years with more than 3,000 five-star ratings on Uber and an overall rating of 4.97. He regularly undertakes home-to-school transport for a child who has special educational needs and disabilities.
The driver linked the failure to submit insurance documentation to moving house and administrative oversight. He also apologised and promised to comply in the future.
The Sub-Committee considered the Local Government (Miscellaneous Provisions) Act 1976 and the Human Rights Act 1998 when determining whether he was fit and proper. The members also reviewed previous public complaints, but the driver claimed the complaints were racially motivated, and the allegations were never proved.
Members reached their decision on the balance of probabilities. They concluded the driver remained fit and proper, and issued a formal warning requiring strict compliance.
